1. Purpose and scope
This guide sets out the requirements for procuring welded steel products that must comply with the AS/NZS 1554 Structural Steel Welding series. It defines what a supplier must hold and demonstrate before award, the test standards that apply to the welds, and the test reports and certification that must accompany the goods. It applies equally to domestic and overseas suppliers.
Where a customer specification or drawing calls up AS/NZS 1554, the requirements below are mandatory unless the customer's engineer (the Principal) formally accepts an alternative in writing.
Two standards apply to a welded fastener. AS/NZS 1554 governs the WELD (procedure, personnel, inspection, acceptance). The parent product standard governs the FASTENER itself (e.g. ISO 898-1 for bolt mechanical properties, plating/finish specs). A welded U-bolt-to-plate assembly must satisfy both — do not drop the fastener requirements when adding the welding ones.
2. The AS/NZS 1554 series — pick the right part first
AS/NZS 1554 is a multi-part series. Identify the correct part for the product before raising the RFQ; the wrong part gives the supplier the wrong qualification basis.

Watch-outs on part selection: Thin plate (light gauge, roughly < 3 mm) may push the joint toward 1554.7 rather than 1554.1 — check with the engineer. Stainless welded assemblies fall under 1554.6, not 1554.1. Current primary edition is AS/NZS 1554.1:2014 — cite the edition year on the PO.
3. Weld categories (GP / SP / FP) — the single most important instruction
AS/NZS 1554.1 sets weld categories that fix the level of quality assurance — how much inspection is done and how tight the acceptance criteria are. The category must be shown on the drawing or stated in the order. Leaving it blank is the most common and most expensive procurement error on welded work.

Rule: Never issue a welded-work PO without the weld category stated. If the drawing does not show it, ask the customer's engineer before quoting — do not assume GP. No cracks are acceptable in ANY category — that is common to GP, SP and FP.
4. Pre-award supplier requirements
Before awarding AS/NZS 1554 welded work, confirm the supplier holds — and can evidence — the following:
- Documented welding quality system — ideally third-party certified (EN ISO 3834-2 or -3). An EN 1090 factory-production-control certificate is strong supporting evidence of a controlled welding shop.
- A qualified Welding Coordinator / Supervisor — AS/NZS 2214 certification (domestic), or an International Welding Engineer/Technologist (IWE/IWT) for overseas fabricators, subject to engineer acceptance.
- Qualified welding procedures (WPS + WPQR) covering the actual joint type, materials, thickness range, position and process to be used.
- Qualified welders / operators for the process and position — including robot/mechanised operators for automated cells.
- Traceable material and consumable supply with certificates.
- NDT capability in-house or via a NATA / ISO 17025-accredited laboratory, using certified personnel.
- Ability to deliver the documentation package set out in Section 9.
5. Materials and consumables
Parent material
Must be a listed / approved structural steel with a valid Material Test Certificate to EN 10204 3.1 (chemical composition and mechanical properties, including carbon equivalent for weldability).
- For AS/NZS 1554.1, specified minimum yield strength must not exceed 500 MPa (above that, use 1554.4).
- For welded fasteners, the fastener material must be weldable — low-carbon grades (e.g. class 4.8) are generally weldable; heat-treated / high-strength grades are not, without specific qualification and control of the heat-affected zone.
Consumables
- Classified to the relevant AS/NZS ISO consumable standard (e.g. AS/NZS ISO 14341 solid wire, AS/NZS ISO 17632 flux-cored wire, AS/NZS 4855 covered electrodes), matching or over-matching the parent-metal strength.
- Batch / lot certificates supplied; storage and baking per the maker's recommendation.
Coating interaction (flag separately on the PO): Galvanising / zinc plating is applied AFTER welding and is outside AS/NZS 1554. For electroplated welded fasteners in higher grades, specify hydrogen-embrittlement relief (baking) and reference the finish spec on the PO — 1554 will not capture it.
6. Welding procedure and personnel qualification
Procedure qualification — two routes under 1554.1
- Prequalified procedures — where the procedure meets the prequalification conditions of the standard, a documented WPS is required but no qualification test.
- Qualification by test — a procedure qualification test with destructive testing to the AS/NZS 2205 series, recorded on a Welding Procedure Qualification Record (WPQR). Tests typically include macro examination, transverse tensile, bend, fillet-weld fracture, and HAZ hardness.
The WPS must cover the actual essential variables of the job: process, material grade and group, thickness range, joint type, welding position, consumable and preheat. HAZ hardness must not exceed 350 HV10 (AS 2205.6.1).
Personnel
- Welders / operators — qualified to AS/NZS ISO 9606.1 (with the additional requirements of 1554.1). Mechanised / robotic welding operators qualified for the equipment.
- Welding supervisor — AS/NZS 2214-certified supervisor responsible for the work (or accepted international equivalent).
7. Inspection and testing — the test standards
Visual inspection of every weld (100%) is mandatory in all categories. Non-destructive testing (NDT) beyond visual is applied according to the weld category and the engineer's Inspection & Test Plan. The applicable test-method standards are:

For a fillet-welded U-bolt-to-plate assembly (typical case): Expect 100% visual (VT) + magnetic particle (MT, AS 1171) on the fillet welds, backed by a macro section (AS 2205.4.1) at first article to prove throat/leg/fusion. UT/RT generally do not apply to small fillet welds — they are for full-penetration / butt joints. Add a dimensional report for squareness and perpendicularity of the U-bolt to the plate.
8. Acceptance criteria and extent of NDT
Acceptance is judged against the imperfection-limit tables of AS/NZS 1554.1 Section 7, by category. SP limits (porosity, undercut, profile, etc.) are tighter than GP; no cracks are permitted in any category.
Extent of NDT is set by the category and the engineer's ITP. Indicative pattern: GP — 100% visual; SP — 100% visual plus a nominated percentage of NDT on critical welds; FP — a higher NDT percentage.
Imported / high-volume product — specify a First Article Inspection (FAI) plus an ongoing production sampling rate, agreed up front.
9. Required documentation and test reports — the deliverables package
This is the core of the guide. Every AS/NZS 1554 welded order should require the supplier to submit the following. Items marked Pre-production are approval gates before manufacture; items marked With goods travel with each shipment.

10. Overseas suppliers and standard equivalence (ISO / EN)
Overseas fabricators — including EN 1090 shops — usually qualify to ISO/EN rather than AS standards. AS/NZS 1554 allows equivalent procedures and qualifications to be accepted subject to the Principal's written agreement. Use the mapping below to assess an offer, then obtain that written acceptance before relying on it.

Equivalence is not automatic. Obtain the customer engineer's written acceptance that the ISO/EN documentation satisfies AS/NZS 1554 for the specific order before award. If the specification hard-mandates AS 1554 with no substitution, require AS-based procedure and welder qualification — an ISO/EN package alone will not close the gap. A supplier that has 'never worked to AS 1554' but says it 'looks similar' has NOT demonstrated compliance — treat that as an open action, not a pass.
11. Purchase-order / specification clauses (paste-ready)
Insert and edit the bracketed fields to suit the order:
- Clause 1. All welding shall comply with AS/NZS 1554.1:2014. Weld category: [SP / GP / FP] as shown on drawing [ref].
- Clause 2. Prior to production the supplier shall submit for approval: WPS, WPQR, welder/operator qualification records, welding supervisor certification and the Inspection & Test Plan.
- Clause 3. All welds shall be 100% visually inspected to AS/NZS 1554.1. NDT: [e.g. 100% magnetic particle to AS 1171] on [nominated welds]. All NDT reports shall be produced by AS ISO 9712-certified personnel.
- Clause 4. A First Article Inspection is required, comprising a dimensional report (including weld leg/throat and squareness/perpendicularity), a macro section to AS 2205.4.1, and the applicable NDT.
- Clause 5. Each shipment shall include a Certificate of Compliance to AS/NZS 1554.1 citing the weld category, parent material test certificates (EN 10204 3.1), consumable batch certificates, and all inspection / NDT reports.
- Clause 6. Where the supplier qualifies to ISO/EN standards, equivalent documentation (EN ISO 15614-1 WPQR, EN ISO 9606-1 welder qualifications, EN ISO 5817 acceptance) may be submitted for the Principal's review and acceptance; such acceptance is at the Principal's sole discretion.
12. Goods-inward verification checklist
On receipt, do not release the welded product to stock/customer until each item is confirmed:
- ☐ Weld category was stated on the order and matches the drawing
- ☐ Certificate of Compliance is present and cites AS/NZS 1554.1 + the category
- ☐ Approved WPS and WPQR are on file and cover this joint / material / thickness
- ☐ Welder & supervisor qualifications are valid and in date
- ☐ Parent material MTCs (EN 10204 3.1) are present and heat numbers trace to the parts
- ☐ Consumable batch certificates are present
- ☐ 100% visual report and required NDT reports are present and show PASS
- ☐ Macro / HAZ hardness (where required) meet limits (hardness ≤ 350 HV10)
- ☐ First Article / dimensional report passes — including squareness & perpendicularity
- ☐ For ISO/EN packages: the engineer's written equivalence acceptance is on file
